RS urges UNSC to close High Representative office

RS sent its sixth report to UN Secretary-General Ban Ki-moon together with a letter signed by RS President Milorad Dodik. Sarajevo media say the report claims the High Representative in BiH continued with actions which "radically exceed" scope of his legal authority as defined by Annex 10 of the Dayton Accords.

 Republika Srpska (RS) has officially asked the UN Security Council to close the Office of the High Representative in Bosnia-Herzegovina (BiH), with a view to restoring constitutional and democratic governance.

RS sent its sixth report to UN Secretary-General Ban Ki-moon together with a letter signed by RS President Milorad Dodik. Sarajevo media say the report claims the High Representative in BiH continued with actions which "radically exceed" scope of his legal authority as defined by Annex 10 of the Dayton Accords.

The annex authorizes the High Representative to act as a coordinator of activities of the international community and mediator between local parties.

RS believes that "after 16 years of peace, there is simply no justification for the High Representative’s continued presence in BiH... who violates the human and democratic rights of BiH citizens, hampers economic development, holds back EU integration, and undermines domestic consensus building," reads the report.

The report also notes the High Representative has continually undermined consensus building among BiH’s constituent peoples and his corrosive effect on politics is currently on display in the impasse over the formation of a new BiH Council of Ministers.
