Emerson: Thaci must resign

Ahead of the debate at the Council of Europe Parliamentary Assembly (PACE) on criminal disappearances and organ trafficking in Kosovo, Emerson stated for the Voice of America (VOA) that official Brussels should make an effort that a new person, unburdened with controversies, be placed at the head of the Kosovo government.

We have before us the issue of Serbia-Kosovo talks, for which there is a UN mandate, and which should be carried out with the support of High Representative Catherine Ashton on behalf of the EU. However, there is the issue of lack of international credibility on the Kosovo side, the analyst said.

Emerson said that he would like to see two possible options after the PACE delegates hear Marty's report.

The first one is that EULEX, which has the capacity to conduct investigations, be given the mandate for investigation based on the report. The problem here is that EULEX is not allowed to conduct investigation in Albania, but only in Kosovo, which is something that must be solved, he underscored.

According to Emerson, the other option is that the ICTY obtains the mandate to investigate the alleged crimes, if there are sufficient reasons for it.

That is a serious possibility, but there is a problem due to the fact that the ICTY is drawing its activities to an end. However, the job has not been completed yet and their mandate could be extended to this issue as well, Emerson stressed.

He pointed out that the combination of these two options is also possible, which, in a way, is a legally desirable mechanism.

However, the whole story is a political issue and some of us political analysts believe that the EU should take a political position regarding the issue, Emerson underlined.
