Cooper satisfied with agreement on crossings

EU facilitator for the Belgrade- Pristina dialogue Robert Cooper voiced satisfaction about the reached agreement on integrated management for administrative crossings in Kosovo following the latest round of talks.
The agreement on the so-called integrated management has been reached, and it envisages joint administration of customs, border and police services, Cooper said in a video address released on the EU's website.
EULEX is already present at all gates in accordance with its mandate, and that will continue under the new arrangements, except that the gates, instead of being the gates on one side of the line, will be a sort of double gate including people from both sides of the line - the Serbian police, Kosovo's police and EULEX, Cooper explained.
It took a long time, but I am happy that we got an agreement, because making progress is one thing, but you actually have to reach an agreement, Cooper said, stressing that this is a complicated subject, and that there are a lot of sensitive issues in it.
Cooper said that the idea behind the agreement is to have, in a single space, different services from Kosovo and Serbia working together to control the crossing points.
Underlining that EULEX has a well-defined mandate which includes customs component, as well as police component, Cooper said that a great deal of progress has been made on regional cooperation, but that this is progress in dealing with the small problems, and that there are some big problems left.
I think that now we have a clearer idea of the task ahead, and that is going to be a question of political decision, Cooper said, emphasizing that there is no point in agreements, unless they are implemented.
In reference to this, the EU facilitator said that the EU is pursuing particularly carefully implementation of civil registries and free movement, and that the first certified copies of the civil registries will be prepared on December 5 in conformity with the agreement reached in July.
In addition to that, Cooper voiced hope that on December 26, the first people will be able to cross the border with vehicles under the free movement arrangements.
