Seselj stated the ICTY had not been created to achieve justice, but that it was a political and military instrument of western countries' intelligence services and under their command.
The ICTY cannot be legal because it was formed by a body without such jurisdiction, the UN Security Council, he remarked.
Seselj said the indictment against him was meant to destroy the SRS, which was the goal of foreign intelligence services and traitorous authorities in Belgrade.
The SRS leader stated there was no evidence against him, adding that the people would laugh at his sentence.
He described the prosecutor's closing argument and call for a 28-year sentence as a bunch of nonsense.
Seselj began his closing argument on Wednesday, despite his poor health.
It was not certain until the last moment whether Seselj would appear before court, because he underwent surgery on Friday after the defibrilator he received in early January malfunctioned.
The ICTY raised the indictment against Seselj in January 2003 for war crimes in Croatia, Bosnia-Herzegovina and Vojvodina. He turned himself in in February that year.
The trial started in November 2007, while the presentation of the closing arguments began on March 5 this year.
