Bulgaria: President imposes veto on electoral code

President Georgi Purvanov referred the Electoral Code back to Parliament for further deliberations, the President's Press Secretariat said. The Code was enacted on December 22, 2010.

President Georgi Purvanov referred the Electoral Code back to Parliament for further deliberations, the President's Press Secretariat said. The Code was enacted on December 22, 2010.

According to Purvanov, the newly-adopted Electoral Code is not sufficiently based on the good legislative decisions and the experience of applying them in the area of electoral law. It allegedly contains multiple legal defects and some of its norms constitute a mere setback regarding what has been achieved in the past 20 years as well as from the democratic standards for holding elections established in Europe.

Purvanov points the "tendency of restricting the active and passive electoral right of the Bulgarian citizens" as one of the main reasons behind the veto.

The GERB MP will discuss the veto already in the first week of Parliament's plenary work, the party's press centre said. Then the GERB parliamentary group will come up with an official stand on the President's motives.
