BiH: Only 12% children in pre-school education

 Only 12% of children, i.e. 9.000 children in BiH are involved in pre-school program one year before they go to school and competent organs should intensify activities to improve the situation in that area because otherwise children will start their education unprepared.

This are key conclusions the Institution of Human Rights Ombudsmen of BiH, in cooperation with Save the Children Norway, made in analysis of situation in area of pre-school upbringing and education in BiH with focus on equal approach and possibilities for pre-school education of every child without discrimination of any kind.

At today's press conference it was emphasized that Frame law on pre-school upbringing and education in BiH came into force in 2007 and Cantons in FBiH, RS and Brcko District had six months to pass their own laws and coordinate them with the Frame law.

Ombudsman for human rights of BiH Jasminka Dzumhur said that situation on the field shows that laws are not completely coordinated with the Frame law, especially in segment of obligatory education before starting school.

"Area of pre-school education and upbringing is the most neglected level of education in BiH. Treatment of children in pre-school education is not equal, services are expensive and available mostly in urban environment'', Dzumhur said.

Institution of Human Rights Ombudsmen of BiH determined two special and 17 general recommendations and sent them to competent organs.
