Hoyer: Germany to decide after reviewing agreement

Germany will reach a decision on granting Serbia the EU candidate status after reviewing the agreement on administrative crossings between Belgrade and Pristina, German State Secretary for Foreign Affairs Werner Hoyer said on Monday, prior to the meeting of EU foreign ministers.

Hoyer said that Germany has not made the decision on Serbia's candidacy yet.

EU foreign ministers could decide Monday to grant the country an EU candidate status, and official decision is due on December 9.

Hoyer did not mention the removal of barricades in northern Kosovo, which was earlier marked as the main condition in order for Germany to vote for Serbia's EU candidacy.

Spanish State Secretary for EU Affairs Lopez Garrido told press at the entrance of the European Council headquarters that Spain will strongly support Serbia.

Finnish Foreign Minister Alexander Stubb also said that Finland supports Serbia, but pointed out that Europe does not need a problem like Kosovo.

The foreign ministers of 27 EU member states are holding a session, the topics of which will include Serbia's EU candidate status and the date for the beginning of talks with Montenegro.

Most of the countries believe that Serbia has already met the conditions for acquiring an EU candidate status, through internal reforms and completion of the cooperation with The Hague, as well as through goodwill showed in the dialogue with Pristina.

Last week, certain member states, primarily Germany, took the stand that Belgrade should do more to normalize the situation in northern Kosovo, and most importantly to persuade its citizens to remove roadblocks in the north of Kosovo which impede the movement of KFOR and EULEX.

The consensus of all 27 EU member states is needed for Serbia to become an EU candidate country, and the formal decision will be reached by EU heads of states and governments on December 9.
