EU funded "Education for All" project

Education for All project was initiated by the Ministry of Education in response to alarming data on the number of children from marginalised groups (Roma children from rural areas, children with disabilities, children from poor families) that are not included in the pre-school or primary education system.For the implementation of Education for all project, the European Union, through the IPA programme, provided € 1,800,000, and for the purchase of equipment and school materials € 1,200,000.
Education for All project was initiated by the Ministry of Education in response to alarming data on the number of children from marginalised groups (Roma children from rural areas, children with disabilities, children from poor families) that are not included in the pre-school or primary education system.
While it is difficult to establish accurate data for the other groups, according to recent research, only 2% of Roma children are included in pre-school education, less than 40% are enrolled in primary school, and even 70 to 90% do not finish primary school.
Improvement of availability and quality of education for children from marginalised groups is a task on which the team of experts from the European Union will work together with the Ministry of Education, schools and preschool institutions, local communities, social partners and families. In order to first integrate those kids into society and then to fully realise and utilise their right to education, they will be given support from the beginning of the educational process, because, except for teachers and educators, pedagogical assistants will also work with them.
Their task will be to assist school teams in adapting teaching to developmental and educational abilities of children from marginalised groups. Educators and teachers will be professionally developing in order to meet the demands of work with children that need inclusive approach.
Given that exclusion of children in the education system is usually preceded by other problems, this project should help those children establish better communication with the environment and more successful cooperation with the local community.
For children from marginalised groups, education is the first step toward leaving the years of poverty and isolation and the opportunity for different and better life. Therefore, after completion of the project in February 2012, the proposed solutions are expected to become part of the education system.
