He said that ODIHR does not agree to compromise and does not give reasons for the number of its observers at the Russian parliamentary elections on the 4th of December.
ODIHR declared its intention to send a mission of 60 experts to Russia for a long term and another 200 for a short term.
The Central Election Commission of the Russian Federation considers this number too high. The CEC has repeatedly accused ODIHR of using double standards and politicizing the election monitoring procedure.
