MOST observers report irregularities during the election process

The Early parliamentary elections 2011 will be monitored by 3700 observers of the Citizens Association MOST, and 70% of the polling stations will be covered in Republic of Macedonia.All confirmed information on the Election Day, will be presented by MOST to the public at four press conferences at 11, 14 and 19 o’clock. The last press conference will be scheduled additionally.

The Early parliamentary elections 2011 will be monitored by 3700 observers of the Citizens Association MOST, and 70% of the polling stations will be covered in Republic of Macedonia.

The MOST observers will be static ones, and they will be monitoring the voting process at the polling stations all day long. Additionally, there will be deployed mobile teams as logistical support to the static observers and these mobile teams will monitor voting process at the polling stations that are not covered by MOST static observers.


According to the information from the observers and the regional coordinators all polling stations that are coverd by MOST are opened. Up until now, it is noticed:
- Polling station 2296, municipality of Shtip, is opened with a delay of 1 hour and 10 minutes due to scattered promotional material in front of the polling station.
- Polling station 0562, municipality of Centar Zupa, there is scattered promotional material in front of the polling station.
- Polling station 2353, municipality of Studenicani, after opening the polling station the electoral board has noticed that one ballot was missing. The case has been reported to the MEC and noted by the Electoral board.

During the day, every citizen who wants to report irregularities or to share information regarding the election process, a free of charge telephone line 080 080 080 will be opened. If the citizens are not familiar with the polling station where they can cast their right to vote, by entering their personal data on the web portal www.izbirackispisok.gov.mk, the required information can be obtained.

All confirmed information on the Election Day, will be presented by MOST to the public at four press conferences at 11, 14 and 19 o’clock. The last press conference will be scheduled additionally.

The press conferences will be broadcasted in live on the MOST web portal www.most.org.mk.

According to the confirmed information reported by the observers and regional offices of MOST, so far the following irregularities at the polling stations were noted:

In the Struga municipality hall where the polling stations 1853, 1859 and 1860 are placed, the mobile team of MOST noted persons who were registering voters. In front of the polling station 1861 there were persons with lists, but the members of the Election board reacted and these persons have gone away;
Polling station 0889, village of Zrnovci, municipality of Zrnovce, the mobile team of MOST was informed by the Election Board that there was a dispute between activists of two political parties took place because of one ballot paper that allegedly was missing. The president of the EB organized recounting of the ballot papers and afterwards the situation was calmed;
Polling station 1841, village of Murtino, Strumica municipality, one person from political party helped three blind persons to cast their right to vote;
Polling station 0320, municipality of Vinica, party’s observers were intimidated the voters. The President of the EB reacted and took away the lists;
Polling station 2661, Kisela Voda municipality, there was noted a party activist with a list who was registering the persons who voted, and after a while has left the scene;
Polling stations 0093 and 0094, Bitola municipality, vote buying with Roma population was noted;
Polling station 1948, Tetovo municipality, there were registered 19 cases of family voting;
Polling station 1684, Sveti Nikole municipality, a voter took picture of the ballot paper behind the polling booth, and the voting was interrupted and the ballot paper was annulled. The voting continued in 10 minutes;
Polling station 1975, Tetovo municipality, 10 cases of family voting were registered and 21 ballot papers were used;
Polling station 2429, village of Krusopek, municipality of Saraj, the UV lamb was not used properly;
Polling station 1916, village of Velesta, Struga municipality, 13 cases of family voting were registered;
Polling station 1917, village of Velesta, Struga municipality, there were noted 25 cases of family voting and 54 ballot papers were used and there were 35 cases when the UV lamp was not used;
Polling station 1905, Labuniste village, a UV lamp was missing;
Polling station 1906, Labuniste village, 20 cases of family voting were noted;
Polling station 0392, Gostivar municipality, 5 cases of family voting were noted and 11 ballot papers were used;
Polling station 1070, Kumanovo municipality, polling station 0942, Kriva Palanka municipality, polling station 0685, Kavadarci municipality and polling station 0318, Vinica municipality, there were cases of reading of the names of the voters loudly;
Polling station 2674, Aerodrom municipality, a person was distributing leaflets inside and outside of the polling station and was expelled;
Polling station 1345, Trebeniste village, Debarca municipality, 11 cases of family voting were registered;
Polling station 0823, Zajas municipality, three persons voted without proper ID;
Polling station 0816, Zajas municipality, there were registered multiply voting and proxy voting as well;
Polling station 0818, Zajas municipality, 7 persons cast proxy voting;
Polling station 0394, Gostivar municipality, 30 cases of family voting were registered and 68 ballot papers were used;
Polling station 0070, Bitola municipality, there were registered two attempts to take picture of ballot papers. The two ballot papers were annulled by the BE;
Polling station 0813, Celopeci village, municipality of Vranestica, there were 4 cases when the secrecy of ballot was not respected, 24 blind and illiterate persons asked for assistance, and in 5 cases the procedure for assistance of these voters was breached;
Polling station 0097, Bitola municipality, 4 cases of family voting were registered and 8 ballot papers were used.
According to the obtained PVT (parallel vote tabulation) program which is mathematical-statistic and scientific method, the turn out of the voters within the Election units reads as followed:
EU 1- 14 o’clock, 45,48%; 15 o’clock, 50,62%; 16 o’clock, 54,89%; 17 o’clock, 58,49%; 18 o’clock, 62,69%
EU 2- 14 o’clock, 38,86%; 15 o’clock, 43,85%; 16 o’clock, 47,72%; 17 o’clock,51,88%; 18 o’clock, 56,79%
EU 3- 14 o’clock, 47,78%; 15 o’clock, 52,79%; 16 o’clock, 57,41%; 17 o’clock, 61,83%; 18 o’clock 67,06%.
EU 4- 14 o’clock, 44,64%; 15 o’clock, 49,82%; 16 o’clock, 54,71%; 17 o’clock, 60,32%; 18 o’clock, 66,43%.
EU 5- 14 o’clock, 40,39%; 15 o’clock, 45,19%; 16 o’clock, 49,66%; 17 o’clock, 53,95%, 18 o’clock, 58,26%.
EU 6- 14 o’clock, 34,32%; 15 o’clock, 37,76%; 16 o’clock, 41,26%; 17 o’clock, 44,33%; 18 o’clock, 47,50%.

According to the information, reported by MOST observers and the regional coordinators, up until now the following irregularities were noticed:

- Polling station 2753, municipality of Aerodrom, due to un-updated Voter’s list and change of the personal data in the personal ID cards, four voters could not castl their voting rights.
- Polling station 2772, v. Dolno Lisice municipality of Aerodrom, two ballots were missing and the electing board has informed the MEC.
- Polling station 2661, municipality of Kisela Voda, a voter photographed the ballot paper behind the polling booth, the voting continued. In the same polling station member of the Electoral board was reading publicly the names of the voters.
- Polling station 1580, municipality of Radovis, public reading of the voters names was noticed. After a reaction of a representative of a political party the reading was stopped and the voting process has continued regularly.
- Polling station 2930, municipality of Butel, a voter behind the polling booth photographed the ballot paper. The president of the Electoral board told the person that he would be allowed to place his ballot in the ballot box if the image is deleted. The image was deleted and the voter was allowed to place the ballot in the ballot box.
- Polling station 2691, municipality of Aerodrom, member of the electoral board was reading publicly the names of the voters while one political party representative was writing it down. After a reaction of the other members of the electoral board the public reading was stopped.
- Polling station 1314, municipality of Debarca, a family of three took three ballots out of the polling station because they were not in the voters list. After a reaction of the Electoral board and intervention of the police, the ballots were retrieved and taken to the Police.
- Polling station 1917, municipality of Struga, a family voting was noticed. In 5 cases of family voting 14 ballots were used.
- Polling stations 1639, 1640 and 1641, municipality of Resen, dissemination of promotional material was noticed around the poling stations.
- Polling station 1583, municipality of Radovis, political party observer was standing behind the polling booth and the voters where showing him their votes. This was not addressed by the Electoral board, but after a reaction from an observer from other political party this one was stopped.
- Polling place 0406, municipality of Gostivar, 9 cases of family voting with 19 used ballots were regisred. The Electoral board is not taking any measures relating to this.

According to the data received by the PVT (parallel Vote Tabulation) software, which presents mathematical-statistical scientific method, the voters turn out per Electoral Unit is as follows:

EU 1- until 11 o’clock 24,10%, until 12 o’clock 32,34%, until 13 o’clock 39,76%
EU 2- until 11 o’clock 20,48%, until 12 o’clock 27,35%, until 13 o’clock 33,30%
EU 3- until 11 o’clock 27,98%, until 12 o’clock 35,59%, until 13 o’clock 42,05%
EU 4- until 11 o’clock 25,74%, until 12 o’clock 32,86%, until 13 o’clock 39,03%
EU 5- until 11 o’clock 21,26%, until 12 o’clock 27,96%, until 13 o’clock 34,26%
EU 6- until 11 o’clock 15,47%, until 12 o’clock 22,03%, until 13 o’clock 28,30%

According to the confirmed data, obtained from the MOST observers and regional coordinators, up until now the following irregularities were registered:

◦Polling station 2148 municipality of Veles, there were cases of public reading of the first and last names of the voters and rgistering the nemaos of the vores by the representatives of the political parties. The same case is noticed at the polling station 0024 in the Municipality of Pehcevo.
◦Polling station 0674 municipality of Kavadarci, member of the Electoral board has caught a voter taking photo of the ballot paper. The ballot was taken by the electoral board, annulled and the case was reported to the police.
◦Polling place 2257 municipality of Shtip, a person taking photo of the ballot with his mobile phone was noticed. The ballot was annulled and the police has removed the person from the polling place because of what there was a 15 minutes intermission of the voting process.
In multiple places, throughout the country, a presence of promotional material is registered. Where needed, on time reaction of the electoral administration is noticed.

EU 1- untill 9 o’clock 8,61%, untill 10 o’clock 15,28%
EU 2- untill 9 o’clock 7,87%, untill 10 o’clock 13,78%
EU 3- untill 9 o’clock 11,75%, untill 10 o’clock 18,55%
EU 4- untill 9 o’clock 10,97%, untill 10 o’clock 18,00%
EU 5- untill 9 o’clock 7,65%, untill 10 o’clock 13,49%
EU 6- untill 9 o’clock 4,66%, untill 10 o’clock 8,63%
