Albania: Factual budget, income confronted with expenses

Several purposes in income and expenses were not realized during the last year. The factual budget, which was just presented in the parliamentary commissions for discussions and approval, shows clearly that during 2010 there was a shortage of income, which caused problems with expenses.

The Ministry of Finance informed that income during the last year reached a value of Lek 324.7 billion, nearly 3 percent less than the predictions of the government, or nearly Lek 8.8 billion less.

The ministry says that even though the income showed a decrease, it was nearly 9 percent higher compared to 2009. Meanwhile, the expenses reached a total value of Lek 362.8 billion; this amount was smaller than the one that was predicted by the government but lower compared to 2009.

The Ministry of Finance says in the draft laws for the approval of the budget that expenses were 4.5 percent lower than what was expected and nearly Lek 9 billion less than the expenses that were realized in 2009.

In 2010, the decrease was applied at a level of 30 percent in capital expenses and nearly 6 percent in expenses. Because of the non realization of income, the government was obliged to change expenses with a normative act of nearly Lek 9 billion.
