A survey of the World Bank on university education in Bulgaria finds that it consists of a large number of small, narrowly specialized state-run universities.

The authorities could view the possibility for merging some of them into larger institutions and a higher number of majors and students.

The bank also suggests an increase of budget financing of university education up to 1 percent of GDP.

The financial institution voices the opinion that parallel to the increase of public means for high education, the revenues of individual universities should also be increased.
