For the first time a report of the Council of Europe was seriously taken into account in the strategy of the western countries most involved in the management of the newly declared independent state.

Political crisis due to the corruption charges in Kosovo limited the unconditional support of western powers and institutions(UNMIK-EULEX-KFOR). The turn became clearer in Kosovo and the case of the organ trafficking that reached the acting and future PM HasimThaci.

For the first time a report of the Council of Europe was seriously taken into account in the strategy of the western countries most involved in the management of the newly declared independent state.

For the first time US policy showed affected by the policy of the Kosovo gov. and the way it aggressively denied the allegations even threatening the reporter of the CoE. Some insisted that these reactions were only for communications purposes and address the need to cover the case in the media.

This analysis is certainly confirmed by the recent meeting of US Ambassador Kosovo Christopher Dell where he stated his wish to continue cooperating with outgoing Prime Minister Hasim Taci. Chief of the International Civilian Office Pieter Feith also attended the meeting and discussions were held as to the formation of the new government.

It was the first meeting since the U.S Ambassador had advocated for a future synthesis of the Kosovo government that were not under investigation or have been convicted.

In addition another U.S. diplomat Gerard Gallucci former representative of UNMIK stated in an interview with the Belgrade Vecernje Novosti Daily that countries that supported Kosovo's independence have the opportunity to change approach and seek compromise.

Asked whether Belgrade-Pristina dialogue can commence before the completion of the investigation on illegal trafficking in human organs in Kosovo, based on Dick Marty;s report, Gallucci said that there is no reason not to begin talks as soon as the Kosovo Government is formed.

These developments prove that the recently revealed case of corruption that was initially ignored served specific western interests. It seems that the containment of the corruption in Kosovo politics and the exertion of pressure for the dialogue with Serbia are important elements in the evolution of Western policies towards Kosovo and the Western Balkans.
