Other countries on the list include Georgia, Abkhazia, Guatemala, Israel, Iran, North Korea, Sudan, Tajikistan and Chad.
In these countries, according to the document, there "is an explosive socialpolitical situation resulting from an inefficient central authority, outdated economic system, energy dependency, low living standard and growing crime rate."
This group also includes the immediately neighboring countries that feel these negative effects because of "a common history or economy, joint borders and migrations."
While in these countries, diplomats will have special benefits, as one day will be calculated as one and a half days of service.
