Russia's Foreign Minister Sergei Lavrov said in Belgrade on Tuesday that the UN Security Council should call for a ceasefire and urgent negotiations between the opposing sides in Libya.

Russia finds the use of force against civilian population unacceptable, Lavrov noted. According to him, the Security Council has already confirmed that in its resolutions on Libya, but those documents do not aim to bring down the country's regime.
So those who use those resolutions for such a purpose are violating the mandate of the UN, Lavrov stressed, adding that such an approach from certain western countries has given the Libyan opposition an excuse to refuse any kind of negotiations.
The situation in Yemen is similar, where the opposition is refusing to negotiate in expectation of help from abroad, Lavrov remarked.
It is a dangerous course of action, which could cause a chain reaction, he believes.
