The proposal arrived as a process parallel to the dialogue process, international sources told the paper.

All sides have discussed the issue, but not as part of the dialogue. Now they have all come to an agreement and the border administration will be integrated, said an unnamed high-level international official.

Under the agreement, Kosovo and Serbia would have joint customs checkpoints and Serbia would have no obligation to recognize Kosovo's independence, while the Kosovo government has agreed that an integrated administrative system be established at the border, in line with EU standards.
