"I do not want to use any bombastic words such as ‘the tide has been turned,’ or ‘a major victory,’ but the negative tendencies in general have been overcome," said the head of the cabinet at a meeting with State Duma Speaker Boris Gryzlov.

To support his idea he cited some figures: "In general, the funds allocated for the struggle with the crisis - 295 billion rubles - have been used effectively, the economy began to grow, there has been a substantial increase in industrial production, growth in real incomes and pensions, and all this was happening against the backdrop of declining unemployment rates, which went down by more than 1 million, and the reserves of the Central Bank rose to 480 billion rubles."

"All this suggests that the joint work of the government and the State Duma has been effective, but still there are a lot of problems," said Putin. "The current threats are many - in the world and our economy."

He thanked the deputies, who in considering the draft budget, "agreed to the conservative forecast of energy prices."

"We expect that the revenue from fuels will drop and those from other sources, grow," Putin said. "We proceed from 75 dollars per barrel, while our spending plans are based on 70."
