The members of the delegation will meet the election candidates (or their representatives), the Chairperson of the Central Election Commission, the Bulgarian delegation to the PACE and representatives of NGOs and the media, before deploying throughout the country to observe the conduct of the ballot on October 23.
Bulgaria is currently subject to 'post-monitoring dialogue' with the Parliamentary Assembly.
Also present will be a member of the Council of Europe's Venice Commission - its group of independent legal experts - which adopted a joint opinion on Bulgaria's election code in June 2011.
