Wikileaks show that US Embassy "spied" on Bulgarian politicians

From the documents it becomes clear the US Embassy in Bulgaria has been requested to provide information about corruption at the high-echelons of power, including sources of financing of political parties and election candidates, and the cabinet's plans to secure transparency of the cash flow.
The US embassy to Sofia had received an order to look for and collect information on corruption on all levels of Bulgaria's power as well as the country's relations with Russia. WikiLeaks, the organization devoted to revealing secret documents has posted cache of a quarter-million confidential American diplomatic cables, some involving Bulgaria.
From the documents it becomes clear the US Embassy in Bulgaria has been requested to provide information about corruption at the high-echelons of power, including sources of financing of political parties and election candidates, and the cabinet's plans to secure transparency of the cash flow.
The Embassy has been asked to also monitor the rule of the country, law enforcement, corruption and organized crime, political development and democratic progress, energy security and international relations, financial stability, economic growth, money laundering, human rights violations, especially towards minorities, and police activities.
Collected information also involved biographical data about Bulgarians, who attracted the interest of American authorities and a special interest in ties between Bulgaria and Russia and related energy dependency.
In a cable, dated June 2009, Washington has asked the Embassy in Sofia to provide details on personal relations between Bulgarian leaders and Russian officials and businessmen.
The cable also includes a request for a report on governmental corruption and ties of politicians with organized crime, human and drug trafficking, computer crimes, including child pornography, and credit card fraud, among others the total numbers of documents the US Embassy in Sofia sent to Washington exceeds 900, according to Deutsche Welle. According to a document published in the Guardian the officials in the US Embassy to Sofia were requested to collect and report detailed information to Washington about almost all aspects of the political, economic and social life in Bulgaria. The national leaders, their aims, responsibilities were also researched. The research focused mainly on the relationships between key state figures like the President, PM, ministers, the intelligence, the security services, Parliament and judicial system.
As regards the energy security, Washington has required information about the plans and efforts of the Bulgarian government to diversify the energy sources. Attention has also been paid to Bulgaria's public and secret agreements with Russia, Iran and the Caspian basin countries.
The factors concerning Bulgarian Government taking decisions on key energy issues are still to be analyzed. These factors do not exclude corruption and external influences, as well as the alleged participation of the organized crime in certain energy deals.
As regards Russia, the US diplomats have been instructed to pay attention to the strategic issues between Bulgaria and Russia in the sectors of energy, security, transport and trade. The Pentagon has also required detailed information about the personal relations between the Bulgarian leaders and the Russian authorities or businessmen, as well as about the extent to which Bulgaria's ministries are susceptible to Russian influences.
US State Department were interested also in issues connected to national security and anti-terrorism. On focus is the information about the plans, efforts and possibilities to maintain defence outlays, strategies to ensure public support for these outlays, public opinion on disposition of NATO or US forces on Bulgarian territory, as well as the view of the government and the people on US operations, including operations in the framework of the war against terrorism.
Information about Bulgaria was gathered on other important issues such as financial stability, political development and the democratic reforms, economic development, observing human rights and the rights of Turk and Roma minorities and the plans of Bulgaria regarding FYRMacedonia and Kosovo.
Making confidential diplomatic information public always incurs the risk of impeding international relations and to shake the trust between the countries. This act is illegal, damaging and serves the interests of those, who are working against the partnership between Europe and the USA, reads the statement of the spokesperson of Foreign Ministry Vessela Cherneva.
The statement was released regarding the information published on Wikileaks website. To her words Bulgaria's Ministry of Foreign Affairs doesn't submit personal data or other information, protected by the law, to foreign institutions and partners. The relations between Bulgaria and the USA are strategic, based on mutual values and coinciding interests and could not be threatened by such actions, states Vessela Cherneva.
