According to Spiegel magazine Bulgaria's Interior Minister Tsvetan Tsvetanov asked the USA to abolish entry visas for Bulgarian tourists and businessmen and to provide some assistance with the prisoners' transfer expenses.
Guantanamo prisoners were exchanged for favours. Bulgaria has laid down its conditions to accept two of the prisoners, transpires from the documents posted on WikiLeaks website.
According to Spiegel magazine Bulgaria's Interior Minister Tsvetan Tsvetanov asked the USA to abolish entry visas for Bulgarian tourists and businessmen and to provide some assistance with the prisoners' transfer expenses.
The information of Spiegel is based on the reports of Daniel Fried, who was in charge of the negotiations for transfer of Guantanamo prisoners. According the report Daniel Fried had offered the symbolic sum of $50,000 to $80,000 per prisoner. Finally Bulgaria accepted only one Guantanamo prisoner - a 38 year-old Syrian.
To join the US Visa Waiver Programme Bulgaria has to meet two requirements, which it still doesn't manage to meet - to introduce passports with biometric data and visa denials should be below 3% of the submitted visa applications. Currently visa denials to Bulgarian citizens are over 10%.
