WikiLeaks: Serbia was offered SAA because of Kosovo

The message, dated Dec. 7, 2006, was part of correspondence of U.S. Assistant Secretary of State for European and Eurasian Affairs Daniel Fried, with a political adviser of the then French president, Maurice Gourdault-Montagne.
Gourdault-Montagne then spoke about France's plans to convince the EU to offer the SAA to Serbia without linking it to the obligation of full cooperation with the Hague tribunal, but expressed concern over the explicit threat of Russian President Vladimir Putin that he would veto the U.N. Security Council's resolution on Kosovo.
Fried responded that the West must prepare to act without the Russians, according to the secret message which the then U.S. ambassador to France, Craig Stapleton, sent on Dec. 12, 2006.
He said the U.S. had decided to offer Partnership for Peace membership to Serbia as support to democratic forces ahead of the elections and that President Boris Tadic had created a good basis for Serbia's Euro-Atlantic future. According to this message, the U.S. decided for this reason to support the postponing of Ahtisaari's recommendations on the status of Kosovo.
